THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and transmits herewith, for the information of Sir E. Grey, copies of certain papers which have been received from the Government of India on the subject of the proposed reconnaissance to Tali.

At interview yesterday Taotai admitted he could not stop travellers under passport, but asked that party should be delayed until a decision is arrived at by His Majesty's Minister and Wai-wu Pu. Please reply that you see no reason for delay. Owing [to] Peking telegram No. 9, I can, however, only use your answer.

Following from Consul, Yünnan :-----

Instructions

"I have telegraphed to His Majesty's Minister your telegram [of] the 20th December, adding that party desires to start 1st January.

"Taotai could not stop British subjects from coming [to] Tengyuch or from travelling under passport. I officially informed Governor-General 15th December that His Majesty's Government considers that the reconnaissance is an integral part of last year's survey,

and expect protection. I have received no answer as yet.'

This is in accordance with the Lieutenant-Governor's views, submitted in my telegrams Nos. 211 and 212.

My telegram dated the 29th October repeat[ed] my telegram dated the 24th October, which was as follows :--

My telegram No. 191. Wilkinson wires the 21st October :- Following telegram [sent] to His Majesty's Representative

***1 learn that the Governor-General has telegraphed to the Wai-wu Pu Petition of Director, and has suggested Wai-wu Pu should consult with you. Wai-wu Pu will probably declare their communication of the 16th March, 1902, refers to railway connection at the frontier, not to extension into the interior. They may eventually offer us construction as far as the Tengyuel only. I would submit that we should demand railway right to Yunnan-fu such as French have obtained, selecting our own route, as they did. We shall be, I think, finally obliged to do [this]. Our claim admitted, we can carry out as much or as little of it as we choose.
